The Human Capital Gateway aims to provide effective integration of information on data, policy and research relating to all stages of the development and mobilisation of human capital where human capital is defined as “… the knowledge, skills, competencies and attributes embodied in individuals that facilitate the creation of personal, social and economic well-being.” OECD

The Human Capital Evidence Base aims to provide summaries and synthesis of data and research. The objective of the Evidence Base is not to duplicate existing data and research but to make it easier to access.

It contains conceptual models to identify where evidence is clear or where evidence is needed. These conceptual models will further develop more evidence is provided or new ideas are postulated for testing.

The evidence base is structured on a life course model with major stages relating to human capital formation and use.
